Add a new option in the consent program if a patient becomes ineligible for it.

Herzl clinic informed us that sometimes a patient gets discharged from a consent program.

And the only way to remove his consent in MYLE would be by mentioning that he refused to consent, or his consent is revoked.

However, the clinic deems it misleading because the patient did not technically refuse to consent, in fact he actually consented, only he got discharged, and he's not eligible for that program anymore.

Adding a new option in here would actually be useful so that the clinic can differentiate when the patient refused to consent and when he is not eligible anymore to the program.
