Add Consultation Request Recipient to External Consultants Upon Generating

Clients would like when they create and send a consultation request, the specialist's / person they're referring to automatically gets added to the "External Consultants" section in the patient's chart. (Or maybe have it similar to the pharmacy, where they can choose to add it to that section upon faxing)

This will allow the clinic to quickly see which specialists they have referred the patient to in the event they need to do a re-referral.
