Add a way to upload a paper document into MYLE without having to scan it first

– Task affected: Uploading documents to a patient file.

– Impact: Client would like to have this added because it would allow their employees to work from home and complete this task. Most users do not have a scanner at home and they are unable to complete this task without one.

– Current state: Currently all paper documents must be scanned to be uploaded into MYLE
