RAMQ health cad verification - ignore sex at birth

– Task affected: Patients who receive a new RAMQ card due to a sex transition need to add this new RAMQ information. However, because the sex assigned at birth is detected, it may be blocked, and users are forced to input incorrect information.

Example: Someone assigned male at birth transitions to female, and the new RAMQ information is flagged as invalid , because users try to put the correct gender at birth, but it's affected by RAMQ number.
