REPORTING: Be able to filter patient with the status "No RAMQ inscription" and patients with "RAMQ group inscription" instead of having "N/A"

In the dashboards of the REPORTING tab, users would like to be able to filter patient files with the status "No RAMQ inscription" and files with "RAMQ group inscription" instead of having both associated to the "N/A" option in the filters.

That update will save a lot of time to admins to need to know how many patients they saw with the status "No RAMQ inscription".
