ANNOTATION PDF - Add a blurring tool to the Annotation option

Linked to https://medfarsf.ideas.aha.io/ideas/PROD-I-1772 as it would be the clinic's ideal outcome (to be able to delete files from the documents completly)
But as second option they would appreciate the option of a blurring tool in the Annotation PDF feature.

Currently: We can trace with the Pen tool, surround items with a rectangle etc.

Improvement idea: the users would appreciate an option to blur and / or hide with the use of an Annotation tool certain portions of pictures / documents sent to them for privacy reasons of the patients.
