Chart Access: Deny access to some patients' charts

i.e: The project manager of ''MEDWAY'' and other employees/doctors has a chart in all clinics. They don't want non-medical employees to access their charts

Wesley: While speaking with DEV, the work in OntarioMD will cover this but users still have to manually flag which user is to be 'protected' so not all users can see it.
