ANNOTATION PDF - Ability to add custom stamps

Currently: Only '' R '' stamps are available in annotation tool

Improvement idea: Offer the option to add an image as a stamp onto the documents

Impact: Improve workflow by preventing users from having to print a document, use the necessary official stamp on the paper form of the document, then having to rescan it.
