PREVENTIVE ACTIVITIES: allow all date format to be used in Completion date and Due date

Currently: only format accepted is YYYY-MM-DD (emphasis on the '' - '' ) - when we try to enter the date in a YYYY/MM/DD format, we're not able to save the item.

Improvement: allow all date format to be accepted and allow the saving of the item.

Impact: Improve workflow for physicians and MOAs
