Implement a long-term absence option that blocks tasks related to documents and results, while still allowing the import of information from the RAMQ.

When a dr takes a prolonged leave of absence, we deactivate their accounts to avoid having to manage tasks, documents and results. However, this deactivates the information imported from the ramq, i.e vulnerability codes, which becomes problematic when doctors bill as they don't know which codes to use. This also causes problems with the data contained in reports produced with MYLE analytics.
