Allow users to block patients from taking appointments in the portal

Affected Users: Doctors offering specific services. Exemple : GMF HM - PATIENTS DE LA RUELLE EXCLUSIVEMENT (45 min.) Also , some patients are abusing the system and reserving many appointments.

Issue: Some patients are booking appointments for services they are not eligible for, leading to significant management issues and patient conflicts.

Impact: Appointment slots are occupied incorrectly, affecting overall patient care.

Current State: MOA must call patients to cancel these appointments.

    the option to disable Appointment booking through portal for patients without disabling portal (for doc and msg sharing, communicator )
