Restrict medical note access for other users (social users)

Requested by CSSSJM Jeunesse Team manager - to have an option to restrict information seen when opening a patient file. For example, when a social worker opens a file, to have the patient's medical notes and other information masked since it is confidential and not relevant to their practice
