Creating users in MYLE

1. While creating a new user (locum or a new provider or MOA), they would like to copy the user rights, dynamic tags etc .

Right now it is too time consuming to create a user and is prone to errors.

2. VERY Least - admin to have the ability to apply all the dunamic tags to all the users
