Patient file - add possibility to pin/lock in place the icon bar that show up on the right hand side of the screen so it shows up when increasing zoom or reducing window size

Affected user(s):

• Users who use MYLE in split screen

Task affected:

• Consulting different sections of patient file

Impact:

• It would save time and make the navigation less frustrating

Current state:

• The bar disappears if we zoom in too much or if we reduce window size.
