BILLING: Please add more options in Billing Provider so that users who don’t use the current ones can submit payment requests from MYLE.

Users who do not currently use Nestor, Fact.Net, FMP and Xacte.

Task affected:
Enabling all users to make payment requests directly in MYLE.

Impact:
Streamlines the process for submitting billing requests.

Current state:
Users or their billing agents must log in separately to their billing provider to make payment requests.
