Kiosk: Allow patients to add the expiry date of their ramq card, when it is missing from their file, when the Check-In Stop If Health Card is Expired option is activated.

Dr Dadouchi claims that this would save her personnel some time as some patients do not have the expiry date of their health card indicated in their file, but their card isn't expired, the date was simply never entered. This would permit patients to add the expiration date themselves and continue their registration, without being redirected to the reception area. This is currently possible when the Check-In stop option is deactivated, but Dr Dadouchi wants to keep that option activated.
