Add the option to approve a document when viewing it if the status of the document is 'Approved by Colleague'

Task affected: Reviewing documents that was approved by a colleague.

Impact: It would save clicks and scrolls if there was an option to approve (again) a document that was approved by a colleague.

Current state: User needs to view the document that was approved a colleague, and if they want to approve it under their name, they need to go back to the document list, scroll to it, and use the 'Approve' button from the Action column.
