Bidirectional Patient Portal - add counter notification on the main "Communications" tab specifically for patients msg

basically, client would like to have a counter when they receive a new message from patients since currently they always need to double-check in Communications just to see if they received a message from a patient.

    This was also requested by Dre Dufresne at cliniqueslacroix
    The counter is currently in parenthesis (1) and not in the communications tab, she finds that it is dangerous and that there is a risk from missing a message from a patient
