Save CRDS filters in Portfolio view

Affected users:
Staff using CRDS Portfolio

Task affected:
Filtering CRDS requests in the Portfolio view

Impact:
The filter always defaults to “By Referral MD License”.
Users must manually switch to “By Creator” every time.
This adds repetitive steps and slows down workflow.

Current state:
The selected filter is not saved.
It resets each time the Portfolio is opened.

Competition consideration:
Other systems allow saving default filters.
