Add mandatory validation or warning prompt when creating a patient chart if the RAMQ card expiration date is missing or expired.

Impact
Users may create a patient chart without entering a RAMQ card expiration date, or with an expired RAMQ card, without any warning. This may lead to billing issues, rejected claims, or delays in administrative processing. It also creates a risk of incomplete or inaccurate patient administrative data.

Current state
The RAMQ card expiration date field does not clearly indicate that it corresponds to the expiration date (no “EXP” indicator in the calendar view). The system does not block chart creation nor display a warning when the expiration date is missing or expired.

Competition consideration
Other EMRs typically include mandatory validation fields or warning prompts for health insurance expiration dates to prevent billing errors and ensure data integrity.
