Restrict Medical Note Approval Permission for Clinical-Type Accounts

• Affected users: Medical secretaries and administrative staff at GMF Laurier. This applies to clinics that require clerical staff to have "Clinical" account privileges to access specific documentation features.

• Task affected: Within the patient record (DME MYLE), specifically when staff need to access, view, or download pre-filled medical forms and documents that are otherwise restricted or invisible under a standard "Clerical" profile.

• Impact: High security and legal risk. Currently, giving a secretary a Clinical account to allow document management accidentally grants them the ability to "Approve" (sign) medical notes. This can lead to accidental or unauthorized clinical validation, creating potential medico-legal issues.

• Current state: Clinics are forced to rely on verbal instructions, telling staff to "be careful" not to click the approval button. There is no system-level safeguard to prevent a non-clinician with a Clinical account from approving a note.
