PORTAL: Schedule Portal messages to be sent at a future date (Delayed Messaging)

Affected users: All clinic staff (doctors, nurses, and MOAs) who need to send long-term follow-up reminders or administrative notifications.

Task affected: Patient communication via the Portal. Specifically, the "New Message" workflow.

Impact: Moderate. Currently, staff must manually remember to send follow-up messages months or years in advance (e.g., a 5-year post-op check-in or a 2-year RAMQ renewal). This leads to forgotten communications or requires the use of external "Recalls" or "Tasks," adding unnecessary steps to the workflow.

Current state: Users rely on the "Tasks" or "Recalls" modules to remind themselves to send a message later, which is a manual and double-entry process. There is no native "Send Later" option.

Proposed Solution: Add a "Schedule for" option when composing a Portal message, allowing users to select a specific date (months or years in advance) for the message to be automatically delivered.
