PATIENT: In SETTINGS, provide a user-level setting to define the default initial status for Exam and Consultation requests

Affected users: Healthcare professionals (physicians and clinical staff) creating requests within the EMR.

Task affected: The creation process of Exam Requests and Consultations within the patient file.

Impact: Currently, users are forced to manually change the status for every single request if the system default does not align with their clinical workflow. This occurs frequently throughout the day, leading to repetitive clicks and potential oversight if the status isn't updated correctly.

Current state: The system defaults all new requests to "Draft". Users who prefer starting their requests in "Waitlist" or another status must manually toggle it every time they create a new entry.
