Reposition the "Responsible Clinician" field directly under the Patient section in the new document scanning interface

Affected users: All clinic staff involved in scanning and indexing documents, including physicians, medical secretaries, and administrative personnel.

Task affected: Within the MYLE EMR document scanning interface (Documents tab), when users are indexing a newly scanned document and need to assign the responsible clinician.

Impact: High frequency. This is a continuous, daily workflow. The current layout disrupts the logical data-entry flow, resulting in constant workflow delays and a high rate of data entry errors.

Current state: There is no viable workaround. Users cannot bypass the step, leading to frequent mistakes and significant lost time as they try to adapt to the new layout.
