Keep the 'Prescribe' button active when re-entering a prescription draft from a clinical note

Affected users: Primarily physicians and any healthcare professionals authorized to prescribe medications within the clinical note.

Task affected: When a user creates a prescription draft within a clinical note, navigates back to the main note body, and then re-enters the prescription section. Upon returning, the "Prescribe" button is greyed out/pale blue (inactive) by default.

Impact: It adds an unnecessary click and friction to the workflow. While not a critical blocker, it frustrates users who expect the button to remain active since the prescription details are already complete, slightly slowing down their documentation speed.

Current state: To reactivate the button, users must manually click on the medication name (in blue) or perform a minor modification within the prescription interface to force the system to re-validate the draft.
