RESULTS: Add a notification system for orphan lab results from deactivated accounts to alert treating clinicians

Affected users: Primary care providers (family physicians and nurses) and clinic administrators.

Task affected: Results and Communications modules — Processing incoming diagnostic and lab results linked to deactivated user accounts (e.g., departed or on long-term leave clinicians).

Impact: Significant administrative burden and potential risk of clinical oversight. Currently, assigning all orphan labs to a single individual creates a heavy bottleneck for that clinician. Meanwhile, other care team members or family physicians responsible for the patient remain unaware of newly arrived results.

Current state: Clinic administration or departing users must rely strictly on the "Transfer orphan labs to" setting to redirect all incoming results to one static user account, which overwhelms that single user's results queue.
