Reporting - various improvements

Requested by the EMR team at Vitalité.

As a big network of clinics across the province and a small team of EMR pilots, they need to give access to the Reporting tab to clinic users in order to export certain reports. This is in the context that they do not have the ressources necessary to have a person dedicated to extracting these reports for the clinicians.

Some requests to prevent errors and mismanipulations :
- Role-based access : allow an access to Reporting in Read-only mode, so that locks on filters remain locked.
- Include user logs for auditing purposes (ex. access, changing of filters, exporting, etc).
