Scheduling: Allow access to own schedule only

The Minister is suggesting that doctors add an "accès adapté" slot to their schedule if they have to call a patient. They can then add the patient to that slot for it to count towards their "accès adapté" quotas.

Clients don't want every doctor to have access to Scheduling. It would be better if they could only modify their own schedule, and not be able to modify everyone's.
