I want to be able to reopen a bill to modify the information on it

Presently, once a bill is closed, it requires an email to support to make any modifications to the bill. Client wants to be able to take care of this themselves as this is a common occurrence. Any time a bill is changed from "Payment Due" to "Paid" they are unable to make this change.
