Add an option to account for when there are multiple responsible providers attached to a document

Presently if a document is uploaded to a patient file with 2 intervenors attached to it, if one of them approves it, it removes it from the view of the doctor who was CC'd. This has the potential to lead to the other doctor not seeing it before/after it is approved. Is there a way to set it up that the document either A, needs to be approved by both, or B has a flag that will keep the approved document in their view until they open it? Presently, the document can still be viewed in their approved documents view, but they need to know to look there for it, which is kind of the point here, in this scenario, they don't know that it's there, so they don't know to go looking for it.
