Display User Settings tab in the Admin User setup

It would GREAT to allow the "Administrator" to have access to the "Settings" page of the specific/new user. To set the specific / highlighted (image). Commonly the admin has to create the user and then pester the user to login to even set their outgoing fax number, along with the other highlighted items.
