Change the place of Ignore publication timing

From the patient file, to give appointments only available (for example) only 48 hours in advance on the portal, we can't get to other appointment because the "ignore publication rules" button appears when we have appointment suggestions on the second screen, not on the first one so the secretary who wants to give an appointment that is not in the timing rules, can't access the appointments that are only available in 2 weeks if nothing is available within 48h

Should we move this option to the first screen of giving an appointment from patient file?
