Let the users/admin import form tags from an other user like clikable texts

Every time a new user is created, the profile needs to be setup correctly.
In a real large organization like CCSMTL, several accounts are created, and it's impossible to add quickly the form tags.
A tool, like the one existing with clikable text (import from) could be useful for admins.
It will also freed the support, by letting clients do it by themeselves.
