Obstetrical file - Incease character limit in text fields

– Affected user(s): Clinical users

– Task affected: Writing in obstetrical forms

– Impact : Clinicians cannot enter all the info they would like in obstetrical files due to the character limit and sometimes "lines" limits (cannot skip lines with Enter key more than 3 times in some fields)

– Current state Users have to leave out information to have everything fit.
