CONSULTATION REQUEST - change specialty after changing request's status.

Currently: Once the request is printed or faxed, we cannot modify the specialty. We can only modify the recipient

Improvement: Ability to modify the specialty as well as the recipient even if the request has been faxed / printed as often redirections may need to go to different specialties.
