Ability to add a customizable pop up message sent to all users

User Mélanie Gagné - cmsteadele is suggesting the addition of a personalized message that would be sent to all users via a pop up (similar to our satisfaction survey) to be able to communicate important information to all their users from the administration without going through the message inbox. She would appreciate the option to be:

• Available only for admins

• Able to select which user / groups she wants to send it to

• No need for a reply option, potentially just a confirmation option to advise the admin that the users have seen the message

• Pop up either right when the user connects for the first time and / or when they are working on MYLE already

• Customizable fully from MYLE - no need for support to modify message.

Impact: all users would be aware of the message without needing to verify their Communications tab, insuring that the important info is seen
