Add actions to Follow-Ups in the Portfolion tab, such as addind comments and viewing them

– Affected user(s): Any users

– Task affected: When verifying the Follow-Ups in the Portfolio tab.

– Impact : It would save a lot of clicks, help keep tab of the follow-ups and add more information about requests. We would like to have pretty much the same actions available for Documents, but for Follow-Up items in the Portfolio.

– Current state Users can only view and add comments about Follow-Ups in the medical summary of a patient.
