FORMS: Option to generate automatically from previous ICBC forms into current opened form (similar to Worksafe BC generating reports)

Currently: We can copy paste the information in forms, but we don't offer the option to autopopulate / generate the information from previous ICBC form (specifically) and users find it time-consuming.

Impact: Improve workflow for ICBC patient consultations and follow ups
