PATIENT: Notification if an user approves their note with a prescription they didn't fax

Sometimes users approve their notes before faxing the prescription in it.

When that happens, they would like to receive a notification informing them that the prescription(s) in the note wasn't faxed and ask if they wish to continue with the approval after they click on the "Approve" option
