Allow users with Clerical accounts to approve documents

– Affected user(s): Users with Clerical accounts and doctors

– Task affected: Approve documents that are patient files that were already approved by the doctors outside of MYLE

– Impact : Doctors "waste" their time approving those documents again

– Current state : Users with Clerical accounts can't approve documents
