Adding Bubble Counters for Recalls & Preventative Items Reaching Due Dates/Reminder Dates

Current State (AS-IS):

Users can check overdue recalls and preventative items on the reminder date but do not receive a popup notification or bubble counters on the menu tab.

Desired State (TO-BE):

Provide a popup notification or bubble counter on the Communication Tab or Portfolio tab so users can take action promptly.

Background:

Tasks and other short-term items are consistently checked and acted upon by users. However, recalls and preventative items are long-term ones, making them easy to overlook unless users pay extra attention or set additional reminders to check those sections.
