Portal: Add a tool to send a message to all the active Portal accounts

Affected Users: Admins who need to share new information with patients who have a Portal account at their clinic

Impact: The time it takes to send a group message to patients. Admins currently have to use an external tool like Mailchimp to send mass emails.

Current State: Admins need to generate a list of patients with active Portal accounts using the REPORTING tab and then use an external tool, such as Mailchimp, to send mass emails to all their clients.
