PATIENT FILE: Option to have the notification automatically selected when adding contact information in a patient file

Currently: When we add a new item in the contact information of a patient, the notification checkbox has to be selected manually

Improvement: Allow admins to have the option to request the notification checkbox to be automatically selected by default
