Clerical User, to have Portfolio or at least the Fax Section of portfolio accesible to users' fax sent

Client would like to have the option for clerical user to at least have access to the fax they sent as it is seen in portfolio (fax status, ability to resend). Currently, all clerical account have no access to Portfolio Tab even if all Permissions are selected.

The reason to have this is for clerical user to manoeuvre swiftly over fax status and resend if failed/needed.
