Vulnerability code accessibility at all times

Affected users : Doctors and IPS, because they are the ones giving care
Task affected : If a patient is subscribed to the clinic, when a patient receives care from a provider in the said clinic
Impact : It would save a significant amount of time. The personnel wouldn't have to wait for the synchronization of their subscription to be complete before receiving proper care.

Current State : Secretaries and Administrators have to wait until the synchronization is over to have access to the vulnerability codes
