More obvious notification for response to Conseil Numérique

– Affected user(s): All CRDS users. Especially nurses and doctors. For now, the request was made by a nurse.
– Task affected: It would allow clinicians not to miss the reception of a response from the CRDS. The client doesn't want to have to search for a response received in MYLE. She wants to be notified in a more obvious way.
– Impact : Nurses wouldn't have to remember to check the Portfolio. They could just see when a response was sent to them and handle it directly. She suggested through Communication tab.

– Current state : Currently, nurses don't have the reflex to check the Conseil numérique section in Portfolio. They then forget, and a response can sit in Portfolio for more than a week without anybody looking at it.
