ADMINISTRATION: Add an option to remove access to the Results section of patient records for accounts with MYLE accounts of Type Clinical

Affected User(s):
Admins responsible for ensuring that users with a Clinical account cannot access or share patient results without proper authorization.

Task Affected:
Preventing unauthorized users from accessing patient results.

Impact:
Unauthorized users are currently able to access patient results.

Current State:
Admins have no way to revoke access to the Results section. They cannot change the user account type to Clerical, and there is no tool in the logs to track whether results were accessed.
