Have the option to deactivate the autofill of the Responsible Provider field when adding a document to a patient file

Affected user(s): MOAs, secretaries

Task affected: Uploading documents and faxes to patient files

Impact: While this option can be useful, it would save clicks if we could deactivate it when we know that for a certain patient, we need to attach the document to a different provider than the one in the RAMQ enrolment or the internal clinician starred.

Current state: Users need to remove the Responsible provider that is automatically added to the document when it's not the correct one.
