No cancelation notification when appointment provider is changed

For clinics, sometimes they change the provider for an appointment for a patient e.g.: one nurse is sick, an other one is gonna see patient, MOA change appointment in calendar. Patient is receiving a cancelation notification but no notifications for the new appointment. Creates a lot of calls and no show to the appointments that has been changed
