Have the option to remove the time filter in the Payment Request Status' filters of the Billing Tab

Task affected: Viewing the public billing for the day

Impact: It would make the experience more user-friendly

Current state: Users need to input a time range next to the end date, and it automatically puts it on 00:00. 'Save Settings' button is an option, but is bothersome to the client.
